High rates may indicate confusing wording, fatigue, or interviewer issues.
Share of the interviews asked each question that answered don't know or refused, by country.
Constant responses across the five long Likert-scale batteries (CAE.1, CAF.1, CME.2, CMF.5, CG.7). An interview is flagged when it gives the same real answer to every item in 2 or more of CAE.1, CAF.1, CME.2 and CMF.5. The charts count every battery answered the same way throughout, don't know / refused included.
